OVERVIEW
The Department of Maritime and Inland Waterways is responsible for administering the Inland Waters Shipping Act Cap. 466 and the Merchant Shipping Act Cap. 468. This involves regulations, operations and policy formulation for the Maritime and Inland Waterways transport subsector.

OVERVIEW
The Planning and Monitoring Department’s role is to coordinate, formulate and review Ministerial policies, strategies and legislation in order to provide a framework for effective implementation of programmes and projects. It also monitors and evaluates the implementation of infrastructure development in the transport and logistics sector. Additionally, it acts as the Ministry’s liaison office for Parliamentary and Cabinet business.

OVERVIEW
The Department of Logistics in Zambia’s Ministry of Transport and Logistics is responsible for planning, coordinating, and regulating the nation’s logistics and supply chain systems to support efficient movement of goods and services. It formulates policies, enforces standards, and oversees infrastructure development to enhance trade facilitation and economic growth. The department works closely with stakeholders, including transport operators, customs, and industry players, to streamline operations, reduce costs, and improve delivery times. It also promotes innovation and sustainable practices in logistics, ensuring integration with regional and international transport networks to position Zambia as a competitive transit and trade hub in Africa.
The Department is responsible for managing all financial resources of the Ministry. The Department was created to manage the formulation and implementation of financial management policies in order to conserve financial resources in the Ministry. The Department is also responsible for the preparation of the accounts for the ministry and the production of Management and other Reports for decision making

Government Printing Department commonly known as Government Printers is an institution under the Ministry of Transport and Logistics. It is one of the oldest and biggest printing establishment in Zambia. Government Printers was first established in Fort Jameson now Chipata in 1901 under the colonial North Eastern Rhodesian Government to provide printing services and stationary to the Government. The office was moved to Kalomo in 1911 and later to Livingstone in 1924 and finally Lusaka in 1935. In the 1990s the services were extended to the general public in order to enhance economic development.

The Control of Government Transport Unit is mandated to regulate and provide guidance on the acquisition, insurance, utilisation, maintenance and disposal of Government vehicles, plant and equipment to Ministries, Provinces and Spending Agencies (MPSAs) in order to ensure adherence to set standards as outlined in the Government Fleet Management Policy Guidelines and other administrative Cabinet Office Circulars on the management of Government Transport.

Overview
The Internal Audit function in the Ministry of Transport and Logistics derives it’s mandate from Public Finance Management Act No.1 of 2018. The purpose of this unit is to provide an independent, object assurance and consulting service to add value and improve operations of the Ministry. The internal audit workplan follows a risk-based approach which places emphasis on key risk areas in the Ministry. For over-site role, the Ministry has an audit committee appointed by Secretary to the Treasury and all reports are submitted for review. The committee meets quarterly to transact it’s business.
AREAS OF FOCUS
Evaluate risk management and internal control systems and review compliance with the existing financial and other regulations and procedures in order to safe guard public resources.
Provide reasonable assurance to controlling officers and the Secretary to the Treasury that internal controls exist and are being complied with as required by this Act.

The Procurement and Supplies Unit is responsible for providing administrative and logistical support services for efficient operation of the Ministry. The Unit also ensures timely procurement of goods, services and works for all end-user departments through a transparent and accountable manner.
OVERVIEW:
The Public Relations Unit serves as the communication bridge between the Ministry and it’s stakeholders. It manages internal and external communication, promotes the institution’s image, handles media relations, and facilitates public awareness. By crafting strategic messaging, it ensures transparency, builds trust, and enhances the reputation of the Ministry across various platforms and audiences.
AREAS OF FOCUS:
The Public Relations Unit focuses on media liaison, crisis communication, brand management, stakeholder engagement, event coordination, corporate social responsibility communication, and content creation. It monitors public perception, addresses misinformation, and manages the Ministry’s online presence. The Unit in coordination with the Planning Department also prepares speeches, press releases, and newsletters to support effective communication. It works closely with management that includes the Minister’s Office to develop strategic plans that align communication efforts with the Ministry’s goals and vision.
