The World Bank, through the Transport Corridor for Economic Resilience (TRACER) Project, is supporting the Government of the Republic of Zambia to enhance logistics performance in Zambia. A key sub-component of the Project is Studies and Sectoral Capacity Building Activities which covers a number of studies, assessments, and capacity building activities aimed at improving the Government’s capacity to plan and manage regional corridors. The anticipated benefits to Zambia should be reflected in reduced travel time between Zambia`s border crossing points, reduction in border crossing time, enhanced capital mobilisation for the development of logistics facilities, and number of economic opportunities supported along the major trade and transport Corridors.

          The Government of Zambia has identified the development of the National Dry Ports Master Plan to guide the development of dry ports within Zambia and around regional ports as part of the broader transport and logistics reforms and regional trade facilitation agenda and AfCFTA implementation.

It is against this background that the Ministry of Transport and Logistics, through the TRACER Project, seeks to engage a Consultancy Firm to undertake an assessment of logistics gaps and develop the National Dry Ports Master Plan.

These Terms of Reference (ToRs) will be used as a guide for the engagement of a Consultancy Firm . They outline the scope, objectives, methodology, stakeholders, timelines and expected outcomes of the assignment.
