On Wednesday November 26, 2025, Permanent Secretary Mr. Fredrick Mwalusaka launched Aviation Security (AVSEC) Training Perogrammes at the Zambia Air Services Training Institute (ZASTI) in Lusaka.
These are programmes initiated by the Institute and Approved by the Civil Aviation Authority to enhance aviation security.
Some of the approved programmes include the National Instructors Course, Cargo and Mail Security Course, STP 123 Basic Security Course, and Security Awareness Course.
Speaking at the launch, Mr. Mwalusaka acknowledged aviation security as pivotal to safe air transport operations.
He said as global security threats become increasingly dynamic, the need for a well-trained, professional, and responsive aviation security workforce cannot be overstated.
“The establishment of AVSEC training programmes therefore, marks Zambia’s growing self-reliance in developing skilled personnel to safeguard our airports, passengers, cargo, and crew,” said Mr. Mwalusaka.
“This will also help us save resources as the programmes will be offered locally and be tailor-made,” He said.
He acknowledged support that ZAST received from cooperating parters including the the European Union, and the National Authorising Office under the Ministry of Finance and National Planning.
Mr. Mwalusaka also commended the Civil Aviation Authority for their oversight and guidance that made ZAST meet the requirements for approval of the AVSEC training programme.
During the event Civil Aviation Authority Director General Derick Luembe noted that aviation security is the cornerstone of a modern and efficient aviation system.
He said as the industry grows through increased connectivity, new technologies and rising passenger expectations, security risks also evolve.
Capt. Luembe further said such challenges demand continuous investment in training and human capital.
And Common Market for Eastern and Southern Africa team leader in charge of Support to Air Transport Sector Development Programme Branko Kochovski acknowledged the importance of security screening in government institutions, learning from past experiences. He emphasised that government institutions that deal with aviation need to invest in security.
Meanwhile, Zambia Air Services Training Institute (ZAST) Principal William Ngoma described aviation security as a shared responsibility. Mr. Ngoma said through the approved programmes, ZAST is positioning itself as a strategic partner in enhancing Zambia’s aviation security capabilities.
